工作流说明
以右侧工作流为例：

- 提交人在提交申请时，必须选择待审批人员(一人或多人)

- 待审批人员接到通知后，不分顺序执行 '同意' 或 ‘不同意’ 工作流动作
- 所有待审批人员都发表了审批意见后，系统自动执行 '通过(自动)' 动作，并将工作流状态自动跳转到 ‘已完成’
- 所有审批人无论点击 ‘同意’ 或 '拒绝'，都必须在备注中填写审批意见。
